sorry if you addressed this and I missed it, but what's the provenance of the English voice acting?

It's from the PSP 3D remake, where Rondo and SOTN (retranslated and redubbed, I believe) were hidden unlocks. It is said that Requiem (the PS4 collection I used for this project) is based on these ports. I can't confirm, but given the localization and voice are the same on Rondo, I assume it's so.

Thanks. That's surprising to me - the voicing really sounds like something you'd expect in the 90s, not the late 2000s.

I was surprised when I heard it too. I think a lot of what's going on there is the way English dubs often try to match lip flaps, and that the lip flaps in Rondo's cutscenes are clearly completely random and don't even match the JP dialogue. So combine that with having to match the original timing, and you just get very awkwardly timed dialogue. You'll especially see this tomorrow if you watch the final Drac/Richter dialogue in the ending. You can practically feel Richter's actor waiting to read the next line.
